SARAJEVO, Sept. 17 (Xinhua) -- Hungarian Tamas Nagy won the 11th Sarajevo Half Marathon in one hour, 12 minutes and four seconds while Bosnia and Herzegovina (BiH) Lucia Kimani won the women's race here on Sunday.
The event attracted some 3,000 runners from more than 30 countries and regions to the BiH capital, with mayor Abdulah Skaka setting off the 21-kilometer race through the main streets of Sarajevo.
Croatian Vinko Slisko and BiH Slavisa Bunic placed second and third respectively in the men's race.
"The first Sarajevo half-marathon had 75 runners and 11 years later, it counts some 3,000 people participating, which is an absolute record. Moreover, the share of women participating grows at a daunting speed, making up 40 percent of participants," said director of Marathon Sarajevo Association Erol Mujanovic.
Started in 2006, Sarajevo Half Marathon aims to bond and empower individuals and society, to promote healthy lifestyles through sport in a positive and friendly environment, and encourage overcoming personal boundaries in a supportive atmosphere.

KATHMANDU, Sept. 17 (Xinhua) -- As Nepal is adopting a federalsystem of government, closer attention to sequencing political,financial and administrative decentralization will be important,the World Bank said here on Sunday in its latest "Nepal DevelopmentUpdate."
The World Bank said in a statement that a large proportion offederal spending is expected to be passed on to subnationalgovernments, ultimately increasing public spending from fiscal year2018.
However, the Update cautioned that unresolved issues surroundingthe implementation of the new federal architecture could challengebudget execution, particularly during the upcoming year.
"Nepal's new fiscal federalism system suggests a markedasymmetry between stronger decentralization of spendingresponsibilities and relatively unchanged low decentralization oftax collection powers," the statement read.
